I can tell you for a fact that they will nail you for any tortoise shell jewelery. Been there -- done that. Won't go there again.

If you want to eliminate all risk, you've got to get an export permit (basically exempting your guitar as pre-CITES) from the country you're leaving and an import permit from the country you're entering. If you have these documents and they're in order, theoretically there is zero risk. If you don't have the permits then you're running a risk -- how much of a risk is anyone's guess -- it can depend on a lot of factors.
